HUMAN RESOURCE OFFICER
Full time. This is an executive-level position; remote work is not available. Starting salary: $103,896.00 annually. Full salary: $115,440.00 annually.
DEPARTMENT AND JOB OVERVIEW
The Human Resources Department at Toledo Municipal Court is committed to building a workplace that prioritizes trust, fairness, and professional growth. HR plays a central role in developing the Court’s organizational culture, overseeing programs that promote inclusivity and belonging, employee well-being, leadership development, and compliance with employment law. Over the past several years, the department has led transformative efforts in training, internal communication, compensation analysis, and policy modernization, contributing to the Court’s goal as an employer of choice.
As the Human Resource Officer, you will lead the department’s operations and strategic planning, managing recruitment, onboarding, performance management, professional development, job classification, and employee engagement initiatives. You will supervise the HR Department and collaborate closely with the Court Administrators, Judges, and Department Heads to implement initiatives that support a resilient, people-focused workplace.

MINIMUM QUALIFICATIONS:
Education/Experience:
Undergraduate degree from an accredited institution in business, public administration, human resources, or a related field. Three years of intensive human resource experience required. An advanced degree in business, public administration, or law may be substituted for one year of experience. Prior experience with the court system or criminal justice is preferred.

PROBATION OFFICER FELLOWSHIP POSITION
The Toledo Municipal Court is seeking applicants for a full-time Probation Officer Fellowship position. Must be able to work Monday through Friday from 8:30 a.m. to 4:30 p.m. The starting salary is $53,711.84 annually.
The Toledo Municipal Court Fellowship Program offers a one to two-year fellowship opportunity for new graduates of criminal justice, social work, psychology and related fields. This program is designed to develop a probation officer work force that is well-trained in current and developing evidenced-based practices and capable of handling a challenging, fast-paced workload. Year One: All fellows serve a minimum of one year and receive intensive training to master the job of Probation Officer. Year Two: Fellows who are assessed to have potential for continued service would be offered a second Fellowship year and receive formal mentoring with a trained peer mentor. After completion of the second year, the Fellow would exit the program or be offered a Probation Officer position.
Graduating seniors or other students completing a post-baccalaureate program in criminal justice, social work, psychology or a related field are eligible to apply.
The minimum requirements for the fellowship program are:
- Bachelor Degree in Criminal Justice, Social Work, Psychology or related field
- Graduated from a degree program within one (1) year.
- Cumulative G.P.A. at the time of graduation of 3.0 or higher
- Must be LEADS certifiable (May not have any prior convictions that would, adversely affect the ability to supervise probationers, including, but not limited to, conviction of crimes involving fraud, theft, or crimes involving violence or weapons.)
The following are preferred but NOT required:
- One year experience working with the public
- Internship(s) and/or work experience in a court or treatment setting
